At their November 10, 2008 meeting, the Board of Park Commissioners directed staff to begin the Master Planning processes for Titlow Park without a pool and for Kandle Park with an Aquatics Facility.

Pool Drain Renovations: This scope of work consisted of modifying the pool and spa drains to comply with the Virginia Graeme Baker Pool and Spa Safety Act governing anti-entrapment measures at drains that requires all pools and spas to meet specific performance requirements.
This scope also includes raising the deep end of the pool and installing a new main drain from the pool to the surge pit to eliminate major leakage within the existing drain line. The certified drains, new drain line and raising the pool were accomplished by an outside contractor. MPT staff was responsible for rerouting the waste pit drain from storm to sanitary sewer.

08/12/09 Titlow Pool re-opens on August 13. Swim lessons will begin again on Monday, August 17. We apologize for the inconvenience as we worked to repair the pool's pump and look forward to seeing you back at Titlow.
08/10/09 Staff is reinstalling the pool pump/motor today. If everything works then we'll proceed to begin filtering/chlorinating the pool water. We are hoping that pump bearings and gasket replacement will make the repairs. The pool water has turned green and will need 2-5 days to clear before pool use. We are also checking and getting pump quotes for replacement if required.
08/03/09 Titlow Pool is temporarily closed due to pump failure. It is anticipated that pool may be closed for approximately a week as we await parts and service work.
07/17/09 The project is now complete and will be closed out.
05/29/09 Titlow pool is filled. The back wash now goes to the sanitary line. This will take 2-1/2 hours to complete as opposed to 30 minutes previously.
05/15/09 They will paint tomorrow. The pool should be ready for the June 1 opening.
05/08/09 Pool drains and concrete work have been completed. Painting is scheduled for the week of 05/11/09. Mechanical items remain to be installed.
04/24/09 The slab pour at Titlow is today.
04/17/09 Drain lines have been installed and fill is in place. We expect concrete to be placed next week.
04/10/09 Given the poor weather, it will be hard for them to meet the April 17 deadline.
03/27/09 Notice to Proceed was given for pool drains on 03/25/09 and work was started 03/26/09.
03/20/09 Bids allow us to fill the existing wading pool as proposed.
03/06/09 Bids are due on March 20. We would like to start construction March 25 and hope to complete construction by May 25. It takes 28 days for concrete to cure before it can be painted so basic construction needs to begin immediately if the pool is to open in June. The pool will be in operation for at least two years and possible longer, but the wading pool will not be used during that time. This project is based upon the assumption that the existing electrical service to the pool will handle the additional load created by the UV system. If not, additional costs will be incurred to upgrade the electrical service and the project may not be completed by this season.
02/27/09 The Board authorized the work on Titlow to upgrade the drain system to comply with the Virginia Graeme Baker Pool & Spa Safety Act. This work will address the leaking problem as well. This is the bare minimum to fix the pool and does not include any upgrades to the bathhouse. Construction will be by MPT in-house staff. We are not running the Titlow wading pool this season.

Planning for the future of Titlow Pool
02/23/09 Three pool resolutions were on the Board agenda:
- Resolution R-13-09 would direct staff to begin the master planning process for Kandle Park with a recreational pool.
- Resolution R-14-09 would direct staff to provide $125,000 in drain system upgrades to Titlow Pool to bring it into compliance with the Virginia Graeme Baker Pool and Spa Safety Act to allow operation this summer.
- Resolution R-15-09 calls for the creation of a task force to explore opportunities for development of a 50 meter pool in the South Sound area. The resolution directs that the task force complete its work and present a strategy by October 1, 2009 to the Board of Park Commissioners advising how the pool could be built and funded.
02/17/09 Relative to discussions about the North/West/Central Pool, the Board of Park Commissioners discussed as part of their Committee of the Whole work session:
• Kandle Park - Aquatic Facility
• Titlow Pool Repair - Required costs for continued short-term operation
• Stewart Heights Park - Cost estimates for consideration of a 50 meter pool
01/30/09 A recent pressure test showed that there is a leak in the main drain line under the pool - we are losing 400 gallons of water an hour (approx. 10,000 gallons a day). To fix the leak we need to fill in the deep end to the 5 foot level and install a new drain. The cost is estimated at around $100,000. The issues will be reviewed at the next Committee of the Whole meeting (Feb. 17). If action is to be taken it needs to occur on a time line that allows the pool to open in June of this year.
