On October 6, 2008, the Park Board adopted an Interlocal Agreement between the City of Tacoma and MPT. This agreement calls for the transferring of certain City owned properties to MPT; some of the properties, including Ruston Way Parks and Facilities are subject to the development of a Transition Plan to include a capital improvement plan and strategies/action plan to put in place a sustainable revenue stream to support parks and recreation services.

Old Town Dock has been closed since July 2008, after an inspection by city crews found structural concerns with the pilings, decking, lack of hand rails and inadequate fire suppression system. The transient moorage dock andpiers are also either missing or in poor condition.
| Budget |
- The Parks Improvement Bond Measure, approved by the citizens of Tacoma in November of 2005, provides $1,000,000 for this project. (Ruston Way funds)
- The City of Tacoma provides $1,000,000 for this project.
Our expectation is that the new asset will be owned by the City of Tacoma with ongoing maintenance provided by Metro Parks Tacoma.

07/02/10 A public meeting was held in Old Town last week under the sponsorship of the Old Town Business Association with 40 people attending. COT advertised and received Statements of Qualifications from seven people interested in being on the project Steering Committee. They will be choosing three or four to work with the City design team. They still need someone to represent the boating community and potential marine users of the Dock. COT will require that there be a public art component to the project. They are working with the arts community to get an artist involved during the design process. MPT would like to see the existing creosote pilings removed as part of project mitigation . . . and eventually replaced with steel. There is also a need for a public restroom - the existing one is not working and is closed - and there are problems with accessible parking but the current scope is for the Pier only and does not address land side improvements.
