Budget
$1,758,351
- The Parks Improvement Bond Measure, approved by the citizens of Tacoma in November of 2005, provides $1,500,000 for Norpoint Park, $125,000 Skate Park Funding, and $20,000 Reforestation Funding.
- $2,771 comes from Northeast Tacoma Open Space Fees.
- $10,580 Norpoint Foundation Donation (footbridge, bench, plaque)
- $100,000 Unallocated Capital Funds Account 
03/08/10 Thanks to the Centre at Norpoint Foundation Committee, a bridge and bench will complement the park's new rain gardens. Committee Members presented the board with a check for $10,580 to fund these features of the park's Master Plan. Special thanks to Ricardo & Kim McLaughlin, Pam Leach and Marion Weed for the leadership in making this donation possible.

Maintenance & Operations Impact Forecast - This project will add facilities to the park, increasing the annual maintenance and operational costs estimated at:
- new sprayground - $50,000/year
- new play equipment - $5,000/year
- new skatepark - $5,000/year
- upgrade landscaping, furnishings, trail - $20,000/year

Project Status
06/25/10 Concrete skate park elements are being installed. We expect the skate park to be comlete by late to mid July so we could accept that part of the project by early August. The contractor is forming and pouring walls and curbs in the play area. The spray park elements require long-lead ordering and may be installed by the end of August.
06/11/10 Skate park elements and curbing at the play area are being formed for concrete. The contractor is starting layout at the sprayground.
05/28/10 Concrete work will start next week on the skate park elements. The City should issue the exemption for the wetlands next week, allowing demolition of the old skate park.
05/20/10 Grading and underground utility work are underway.
05/14/10 Skate Park concrete work will begin in June. There is a concern with grading at the footing for the existing reader board sign. MPT and the contractor are working on a solution.
05/07/10 Sub grades are being prepared. We expect concrete work on the Skate Park elements in about two weeks.
04/23/10 The temporary construction fence is up, along with erosion fencing. Construction began April 12. Demolition and clearing, grubbing, and grading is under way.
03/26/10 The pre-construction meeting is March 31. Construction will start April 12.
03/05/10 Construction on site is planned to begin in early April.
02/26/10 The contract was approved by the Board on 02/22/10. The Board has identified a way to supplement the project budget by approx. $100K using other capital funds from projects in NE Tacoma.
02/05/10 Pre-bid walk through was on February 3.
01/29/10 The project was advertised for bids on 01/26/10 with bids due on 02/16/10. Construction could begin in March or April. The sprayground is being bid as an alternate.
12/11/09 We are currently responding to COT questions.
10/21/09 A permit package was submitted to COT on 10/06/09.
09/25/09 Direction has been proved by the CIC to bid the project with the sprayground as an alternate to address challenges related to project funding.
08/14/09 Comments have been provided to the consultant and construction documents are being completed.
07/17/09 The cost estimate has been reduced by eliminating some of the toys in the sprayground, changing the playground fall material to wood chips, eliminating one play area element, elimating irrigation in 'eco turf' area, reducing furniture items and some landscape planting elements, and eliminating demolition of older skate park elements.
07/10/09 A 'green' roof is proposed for the restroom building. The restroom building will be 'stick built' rather than pre-fabricated. Currently the project design has a significantly higher cost estimate than the money available - the design team is working on identifying ways to reduce costs. The highest priority is on the Spray Ground. Reforestation funds will be used for two rain gardens as well as foundation planting at the Norpoint Centre building.
05/08/09 Design Development phase reviews are now complete. GGLO is preparing construction documents based on comments received.
04/17/09 This project will be reviewed with the CIC on 04/29/09. MPT staff comments are due next week.
04/10/09 GGLO presented new design concepts at the CPG meeting. The big items are spraygound, skate park, playground and restroom. Included in the design is a seven foot high zip line. It would not have to be monitored because it is low if we make the fall zone adequate. Presentations will be made to the Executive Cabinet April 14 and Neighborhood Council April 16.
03/06/09 100% Design Development documents are expected in April.
01/23/09 GGLO is now preparing Design Development documents based on the approved Master Plan phasing. 50% DD documents are expected in February.
12/12/08 Schematic design will begin this month.
12/05/08 Through the public process the number one priority appears to be developing a skate park in the NE corner of the park. Other priorities include development of playfields and open lawn, providing trails, restrooms, and creating a vehicular turn out/drop off to provide better general public access to the park. While a new Sprayground was not considered a high priority by steering committee and public meeting participants, MPT staff would like to address the recreation of the entire commmunity at a similar level to other neighborhoods.
10/10/08 A City scoping meeting for land use permitting was held on 10/03/08. A cost and phasing plan is now being developed.
09/19/08 A COT scoping meeting for land use permitting is being scheduled. Top design features from steering committee and public meetings this week are skate park, playfield open area, trails, adventure playground and restrooms. The Rec Department wants the sprayground and to fix the waste land behind the building for a playground program. We will have a cost estimate of the entire plan in one to two weeks. The soccer club is working on a grant for the soccer field.
09/12/08 A preferred plan is now posted and staff continues to solicit comments. The plan represents master plan recommendations and shows more development than will be possible with available capital funding. Cost estimates are being prepared. There appears to be good support for relocation of the Skate Park and re-development of the fields. There is also strong interest in the wetland re-development/bridge area. 
08/22/08 The third and last public meeting is scheduled for September 10. A Final Design / Schematic Design will be reviewed.
07/25/08 Key issues under consideration include the scope of the sports fields, location of the skate park and children's play areas and vehicle access to the park area south of the Norpoint Center Building. The next public meeting will be the end of Aug. or beginning of Sept. and will present one option based on comments received.
07/21/08 Design alternatives were presented at a second public meeting on July 16.
05/30/08 A&E Design contract with GGLO is complete and a Steering Committee has been formed. A public meeting is scheduled for June 4.
04/11/08 A contract for design services is being negotiated and will be presented to the Park Board on 04/28/08.
03/07/08 Consultant selection interviews are scheduled for March 11.
02/08/08 A scope definition was approved by the CPG on 01/25/08. A consultant selection process is under way.
01/18/08 The first step will be to order a site topographic survey and wetland inventory.
01/09/08 A Scope Definition is being prepared in January of 2008.
