Historical Background: The steel, concrete and glass sculpture, featuring a circular face with an anchor and a world map displaying Tacoma's geographic relationship with Japan, was a gift to the Port of Tacoma from its sister port of Kitakyushu, Japan.
The Port, believing the piece merited a more public display than the industrial setting of its cargo handling facilities on the Tideflats, gave the sculpture to the City of Tacoma and suggested that it be sited along the Ruston Way waterfront.
