Picnic Shelters

Each rating represents the number of features which meet outdoor accessibility standards for picnic facilities. These standards apply to Federal Parks, but Metro Parks Tacoma is beginning to apply these standards and make improvements to raise the level of accessibility at all picnic locations.

Current sites and accessibility level (1-low/5-high) are as follows:

Point Defiance Park:

Main Picnic Shelter (rating 1)

  • Parking: Designated ADA parking at picnic location but slope from parking to site is excessive.
  • Route: Route is not level, many slopes to reach shelters; mixed consistency. Restroom is not reachable from the site.
  • Tables: Group tables are clustered in a manner that does not provide or guarantee ADA seating at all required stations.
  • Amenities: not all amenities are within reach or provide approach (grills, signage, fountains)
  • Restrooms: Not on route.

Fort Nisqually Picnic Shelter (rating 2)

  • Parking: No designated ADA parking at the picnic location
  • Route: Only a natural route to the picnic shelter and restroom; relatively level and firm but consistency cannot be maintained due to natural debris.
  • Tables: Tables are clustered in a manner that does not provide or guarantee ADA seating at required number of stations. Transition from ground into picnic pavilion is a step.
  • Amenities: Some amenities may be out of reach range or lack approach – water, sink, grills, etc.
  • Restrooms: Site restrooms need improvements for compliance.

Gig Harbor Picnic Shelter (rating 2)

  • Parking: ADA parking needs improved at the site.
  • Route: Only a natural route to the picnic shelter and restroom; relatively level and firm but consistency cannot be maintained due to natural debris.
  • Tables: Tables are clustered in a manner that does not provide or guarantee ADA seating at required number of stations. Transition from ground into picnic pavilion is a step.
  • Amenities: Some amenities may be out of reach range or lack approach – water, sink, grills, etc
  • Restrooms: Site restrooms provided and marked accessible, however on natural route.

Owen Beach Picnic Shelter(rating 4)

  • Parking: Accessible parking exists and provides a level, paved route to the shelter.
  • Route: Route is paved, however some sloped areas exceed 5%, and there are tread disruptions.
  • Tables: Tables are clustered in a manner that does not provide or guarantee ADA seating at required number of stations. Transition from ground into picnic pavilion is level.
  • Amenities: Some amenities may be out of reach range or lack approach – water, sink, grills, etc
  • Restrooms: Site restrooms provided and marked accessible; restrooms are on paved route.
Wapato Park:

Wapato Main Picnic Shelter (rating 2)

  • Parking: Parking is in main lot with identified stalls.
  • Route: There is a main route with crushed rock and paved path to get near the shelter, however not all the way up to the shelter. The natural route is sloped and there are tread disruptions.
  • Tables: Tables are clustered in a manner that does not provide or guarantee ADA seating at required number of stations. Transition from ground into picnic pavilion is a step. Many tables outside of the shelter.
  • Amenities: Some amenities may be out of reach range or lack approach – water, sink, grills, etc
  • Restrooms: Site restrooms are provided in the park and are accessible; restrooms are on paved route.

Wapato Kiwanis Picnic Shelter (rating 1)

  • Parking: Parking is in main lot. There is not a good route to the location; special parking at the site would have to be authorized through the maintenance access road.
  • Route: Route is natural, compacted dirt. It is relatively level, but inconsistent and subject to natural tread disruptions.
  • Tables: Tables are clustered in a manner that does not provide or guarantee ADA seating at required number of stations. Transition from ground into picnic pavilion/restrooms is a step.
  • Amenities: Some amenities may be out of reach range or lack approach – water, sink, grills, etc
  • Restrooms: Site restrooms provided but not accessible; accessible restrooms are in main park area.

Wapato Pavillion (rating 4)

  • Parking: Accessible parking exists and provides a reasonable crushed gravel route to the shelter.
  • Route: Route is crushed gravel, some sloped areas exceed 5%, and there may be natural tread disruptions.
  • Tables: Tables are placed by the user to provide own seating arrangements. Transition from ground into pavillion is level.
  • Amenities: Most amenities are in reach range; approach determined by room set up.
  • Restrooms: Internal and external restrooms provided and marked accessible; restrooms are on accessible route.
Franklin Park (rating 4)
  • Parking: Accessible parking exists off the main road and a paved route exists to the shelter.
  • Route: Route is paved, entry point is ramped with railing; there may be natural tread disruptions.
  • Tables: Tables are ADA design; allow for maneuverability.
  • Amenities: Limited amenities at shelter. Most other park amenities on route.
  • Restrooms: Park restrooms provided and marked accessible; restrooms are on accessible route.
Titlow Park (rating 3)
  • Parking: Accessible parking exists near building; crushed gravel route.
  • Route: Route is crushed gravel; have shifted from other more dense rock but may still have a few area that are not as stable. Route is relatively level and connects to restroom, play area and picnic site.
  • Tables: Tables are ADA design; allow for maneuverability.
  • Amenities: Counter and sink in shelter not at right reach height or approach.
  • Restrooms: Park restrooms provided; restrooms need accessibility improvements; restrooms are on accessible route, but a distance from the shelter.
Manitou Park (rating 4)
  • Parking: Accessible parking in school lot with paved route to amenities.
  • Route: Route is paved, level with minimal disruptions to the shelter; more disruptions between restroom and shelter/other amenities.
  • Tables: Tables are ADA design; allow for maneuverability. Both should be under shelter.
  • Amenities: Trash and Grills are approached from inside shelter; accessible height, more than 5lbs of force to adjust.
  • Restrooms: Park restrooms provided; restrooms need accessibility improvements; restrooms are on accessible route.
